FIFA wants new rules

If it depends on FIFA, a lot of thing will change. Joseph Blatter has some ideas: the competition from February until November and a limit for foreign players. A limit on foreign players isn't a new rule.

He would like to have the 6 + 5 system. 6 players who can play in the national team and 5 foreigners.

Another proposition is to start the competition in February and end it in November. Games will be played in the summer and in this way players can recover during the winter.
