Football stadiums without fences?

Minister of Internal Affaires, Patrick Dewael, wants an examination to find out if it's possible to remove the fences around the football pitch. He'll follow the English model with that.

The fences are there to separate the fans from the football field, but according to Dewael they can lead to aggression. Though the clubs won't be obligated to remove the fences.
Anderlecht-manager Michel Verschueren loved the idea, but he also insisted the be carefull. He's pointing on the fact that this model only works in Engeland because of the heavy fines.
